Assuming you are going to use DOS MAME and an Arcade Monitor:
Stick w/ an ATI 8mb card. Anything more is just overkill, video is not the bottleneck it's cpu.
Also I have the entire collection of GoodTools recognized roms, +/- 100 for NES, SNES, GEN, SMS, GB, NeoPockot & GG, some MP3's and AVI's and the complete mame set and it only takes 10GB. 40GB will work but you may be better off w/ something cheaper unless that's what you already have.
You won't need more than 128MB of RAM w/ the current state of mame.
Skimp on some of this stuff and save the money for the biggest baddest CPU you can find.
