I use an X10 Firecracker kit in my cabinet for my monitor control. I just have it switch the monitor on in the batch file that runs after AOS is up in arcade monitor mode. Right now, X10 has the intro kit for $5.90 shipped, and they usually get to you in about 4-5 days after ordering. The URL to order it is here. I used a program I found called SWITCH that allows me to control the Firecracker device at the DOS level. I will have to try to find a link for it, although a search would probably quickly yield its location.

: Due to overwhelming requests, I'm currently building a batch of the video cut-off relays described on the PC2JAMMA webpage. I've build several of them for my own projects and they work great. In case you don't know what the relay does, it cuts the signal from the PC to an arcade monitor until the video card is running in a 'safe' mode. This prevents damage to your arcade monitor.
: The cost of the relays will be $45 plus shipping. The circuitry will be enclosed in a black plastic box. On one side, there is a parallel cable to attach to your computer, and on the other side is a SVGA cable to connect to your video card along with labeled wires for red, green, blue, snyc, +5 volt, and ground.
