On/Off or Reset Switches -> IPac?

This isn't directly related to arcade games, but it is about emulation and building controls...for the Atari 2600 and other systems, but I'll stick to Atari. Do you guys remember how there's the on/off switch, reset button, skill switch, and B&W/Color switch? I had me an idea...would it be possible to wire these switches up to an IPac to emulate key presses? I mean, the reset button shouldn't be a problem since it is just like a regular button being pressed...but what about the toggle switches? I figure, if I had a switch that is set to Power On/Power Off, I could have a Windows macro program running, and have that macro load the Atari emulator when I hit Power On, and turn it off when I hit Power Off...but since it's a toggle switch, it'll always be "On" when i turn it on, thus loading shitloads of instances of the emulator. Is there a way that I could make the switch only send out one "burst" of voltage or whatever to the proper key when i turn it on? I'm still a beginner in electronics, but I think this is possible...anyone?
